"Item S is a resolution to establish a 4 way stop at Fourth Street and 160 Seventh. That is Fourth is also I'm sorry. 160 Seventh is also called Colwich Road," a county staff member said during the agenda review.
Traffic engineering staff said the intersection moved from documented incidents and increased traffic related to new development to justify the change. The staff member described mitigation steps the county uses when installing new stop controls, including temporary signage, flags on top of new signs and dynamic message boards to alert motorists while drivers adjust to the new pattern.
Commissioners raised concerns about driver behavior when a four-way stop is added to a road that has historically been a through route. One commissioner asked whether additional measures such as rumble strips had been considered; staff noted typical practice is to install temporary awareness measures and work with local jurisdictions on long-term solutions.
