Council hears update on wastewater plant expansion; consultant requests additional construction-management services through Dec. 11, 2025

Atkins staff said the original contract completion tied to the upgrade from 6 MGD to 7 MGD had an earlier completion date of Sept. 24, 2024 (with a minor 45-day slide previously). The consultant told council the contractor has encountered supply-chain delays (major electrical equipment and motor control centers), labor and concrete issues, and some reconstruction work that together pushed the schedule. "There's nothing glaring now. We see their pathway and agree with it," a consultant said when asked whether the contractor's plan supports a Dec. 11, 2025 completion.
Council members asked whether phase 1 systems were operating; consultants said a few phase-1 items (including grit removal vibration issues) remain under correction and that the remaining major scope between now and the projected completion date is primarily solids-handling facilities, notably digesters and the thermal-drying system.
Council members also asked whether Atkins or the city would seek further extensions for the construction contractor (Clark/Clark Reeves Young referenced in the packet), and whether the city would be responsible for delays. Atkins said the contractor's supply and labor issues drove the extension request and that Atkins did not at this time foresee additional time requests beyond Dec. 11, 2025. City staff said contractual schedule amendments with the construction contractor remain to be negotiated.
