Flagstaff staff reports Council approved development agreements for John Wesley Powell; Lone Tree overpass work, underpass elements to begin in coming months

A city staff member told the Transportation Commission the City Council recently approved development agreements that allocate land, design responsibilities and construction duties for the John Wesley Powell work. The staff update said the project has an 18-month design window for each party and will be delivered as three separate construction projects, with the city building the middle segment.
On trail connections, staff said there will be two FUTS (Flagstaff Urban Trail System) underpasses beneath John Wesley Powell. The staff update also addressed the Lone Tree Overpass: staff said work will begin in spring, with major Butler-area traffic impacts expected in February or March as crews rebuild the Butler–Lone Tree intersection and related segments.
In the meeting, a commissioner commended staff and legal staff for completing long-running negotiations: “after a lot of work over a long period of time we've got some resolution of those issues and I'm I feel really good about it and so staff and the legal staff and all of the staff transportation staff did a lot of work on that and I want to thank them publicly for all the good work that they did.” A staff presenter summarized the Council approvals and schedule: “the city council approved all the development agreements that set out who is dedicating what land and what land is being purchased and who's designing, who's building different pieces. 1 of the important pieces is we've got about 18 months is what we've set as each party to get this thing through design and under construction.” The presenter added, “We've already started working on design docs today.”
Staff said the Lone Tree overpass construction is expected to start in late winter or spring and warned commissioners of upcoming traffic impacts along Butler as work advances.
