Rules committee advances House Bill 1637 with school-safety provisions, aviation training changes and veterans measures

The Rules Committee voted to permit consideration of the conference committee report for House Bill 16 37, a multipart package that updates school-safety provisions, adds aviation and fire-training language, and includes sections affecting veterans benefits and school resource officer jurisdiction.
Representative Bartels, who presented the bill, said the conference committee restored four board positions and reinserted a requirement for annual facility door inspections by local county school-safety commissions after the Senate removed those provisions. He told the committee the Senate had removed the board positions and statewide purchasing authority; the conference committee restored the positions but left out the statewide purchasing provision.
New language in the conference report would add airport fire departments to the list of units authorized to conduct burn training without a permit and would add aviation fuels to the list of materials permitted for that training. Bartels said that change reflected advice from the airport community and an FAA advisory circular referenced in committee discussion. The conference committee also incorporated language from other house bills: it added provisions from House Bill 12 35 concerning the Indiana Department of Veterans Affairs and changed certain fiscal sections; it retained language that expands school resource officers’ statewide jurisdiction and allows pursuit of fleeing suspects as included from House Bill 11 86.
Representative Slager moved to suspend House Rule 153.1 so the conference committee report for House Bill 16 37 could be eligible for consideration after 04/15/2025 and to amend House Rule 155.1 so the report may be provided for member distribution and held for one hour. The motion was seconded and the roll call produced a 7-2 vote in favor. The committee did not vote on the underlying bill; the committee action permits distribution and a one-hour hold so floor consideration may proceed under amended rules.
Bartos said stakeholders were asked to testify at the committee hearing and none did; he also noted that one conferee, Representative Mosley, had not signed the CCR because his caucus raised concerns about the aviation-fuel burn language.
