Wausau plans May 1 interim shelter at First United Methodist; city and county split operating costs

Wausau officials told the Public Health & Safety Committee on April 21 that an interim shelter will open May 1 in the basement of First United Methodist Church while the city and county pursue longer‑term solutions.

Police Chief Barnes and outreach staff said the city published a revised RFP for shelter services to cover an interim period through Dec. 31, with operating costs split equally by the city and Marathon County. The basement space is approximately 10,000 square feet and the church has agreed to lease the space to the city at a reduced rate. To comply with land‑use rules, staff said a conditional‑use request is scheduled for the Planning Commission (public hearing) and a follow‑up decision meeting so the shelter can open by May 1.

The city said it needs 9–11 staff for an evening intake shift (approximately 6–9 p.m.) seven nights per week, and it is seeking volunteer and paid partners to provide those roles along with meals and daytime services. The RFP for shelter operators is due May 30, and two organizations indicated they intend to submit proposals.

Outreach coordinator Tracy reported housing eight individuals in the past month, and shared one case in which a person with stage‑4 cancer was housed and later died in their apartment; staff said assuring dignified shelter and housing outcomes is a key objective. Several local businesses and donors pledged in‑kind support: a washer/dryer donation and a refrigerator/freezer were reported as promised by local vendors.

City staff said they will continue to coordinate inspections with the fire department and can call a special council meeting if Planning Commission timing requires additional municipal action before May 1.
