Staff drafted the amendment after conversations with event organizers and citizens. The amendment clarifies organizers are not charged when no services are provided or if the event is canceled.
Members discussed enforcement and edge cases. Several members raised concern about nonrefundable tickets: if an organizer charges a dollar on behalf of the city and then does not refund ticket buyers after cancellation, the city would need clear disclosure and organizers could face public complaints. The police chief and other staff urged clear public communication about refunds and an operational definition linking the fee to services actually provided.
The police chief said the city is still evaluating equipment needs for professional event staffing and suggested surplus fee revenue might be earmarked for capital purchases (for example, vehicular barriers). Staff also recommended reconvening in the fall to assess the first season under the new policy and report financial impacts to the Finance Committee.
The committee voted to approve the amended policy and send the revised policy to council with the clarifications discussed.
