Avon Grove board advances electronic-devices policy amid calls for clearer implementation rules

The Avon Grove School District Board advanced a new electronic-devices policy (Policy 2.37) to first reading Wednesday after an 8-0 roll-call vote, with several board members urging more implementation detail before final adoption.

Doctor Chong and Doctor Koch presented the draft policy during the education committee and recommended it move to first reading. During the board discussion Mister Wood said the policy, as presented, largely preserves the status quo and requested a more detailed implementation plan. "I guess my preference really would have been to see a lot more of that detail presented to the board," Wood said, calling for focus groups, a steering committee, and more board oversight of building-level discretion.

Wood also raised concerns about legal and ethical points: limits on disciplining students for off-campus speech, and district liability if teachers confiscate devices and return them in a nonfunctional state. Administration said it had already sought one legal review and would request additional review focused on off-campus activity. Doctor Koch and Doctor Chong said administrative rules and building-level guidelines would be developed over the summer and presented to the board before second reading. The administration plans additional communication and a technology strategic plan presentation in a future Committee of the Whole meeting.

Despite reservations, Wood said he would vote for first reading to allow the administrative work to proceed. The board then approved the policy 8-0 by roll call.

What's next: The administration will develop administrative guidelines with building leaders, seek legal review specifically on off-campus issues, and present implementation details to the board before second reading and final approval.
