State Board of Examiners approves leases, contracts and about $169.1 million in salary adjustments

CARSON CITY — The State of Nevada Board of Examiners on May 13, 2025, approved a slate of routine purchases, leases, contracts and fund allocations, including authorizations that together total about $169.1 million for statewide salary adjustments and sworn positions.

“It was called to order the State of Nevada Board of Examiners meeting scheduled for today, 05/13/2025. Time being 10AM. We'll kick it off with the roll call,” Governor Lombardo said at the start of the meeting, which was held in Carson City with remote participation from Las Vegas.

The board, which had a quorum, heard no public comment during the two allotted public-comment periods. It approved the April 8, 2025 meeting minutes without discussion.

Among the routine approvals, the Division of Environmental Protection received permission to purchase a replacement watercraft for up to $34,220. Jason Kucnicki, chief of the Bureau of Water Quality Planning, said the division solicited three quotes and selected an out-of-state vendor because the product could not be ordered locally: “We did get 3 quotes. There was, like, another vendor, but it was more cost effective to go with the selected vendor out of Stockton or excuse me, out of Rockland,” he said. The vendor will be asked to register as a state vendor.

The board also authorized a contract under NRS 333.705 to hire a former state employee, Teresa Carrillo, through the staffing firm Manpower to provide subject-matter expertise on legacy finance and human-resources systems.

Members approved proposed changes to the State Administrative Manual (SAM) that modify travel rules, including a change to Section 0210 to exempt constitutional officers from the requirement to obtain the governor's office approval for out-of-country travel.

The board approved a land-lease agreement with the Campus for Hope Foundation, a 501(c)(3), to deliver transitional housing and supportive homelessness assistance and prevention services. The lease was presented by the Department of Conservation and Natural Resources, Division of State Lands, and was taken up under NRS 322.060 and 322.065.

The board considered a large package of salary-adjustment requests submitted under 2023 Assembly Bill 522. The presenter said 17 requests were on the agenda (with one withdrawn by the submitting agency). The totals reported at the meeting were $155,824,321 for items a through m (excluding the withdrawn item), $427,554 for items n–o (continuity-of-service payments), and $12,879,431 for items p–q (sworn positions), which together total about $169.13 million. The board approved taking the requests together.

Officials approved seven proposed leases, 46 proposed contracts (with two contracts withdrawn by agencies), and 14 master-service agreements. The board’s clerk reported an informational list of 63 contracts in the $10,000–$99,999 range that had been approved administratively between March 15 and April 15, 2025.

In informational reports, the governor’s finance office presented reconciled fund balances for several state accounts, with approximate balances cited for the tort-claims, statutory contingency, stale-claims, emergency, disaster-relief and other accounts. The Department of Motor Vehicles presented its Complete Streets program monthly certification report for the period Jan. 1–Mar. 31, 2025, under NRS 482.81825.

Board members moved approval on each item and the motions carried. The meeting adjourned after the second public-comment period and an itemized agenda was concluded.
