Beech Grove board approves HES custodial contract after RFP; district cites $152,000 annual savings

The Beech Grove City Schools Board on May 13 authorized Superintendent Dr. Laura Hammock to enter a two-year custodial services contract with HES Facilities Management, a move district staff said will save roughly $152,000 a year.
Mr. Garment, director of personnel and operations for Beech Grove City Schools, told the board the district started the custodial services request-for-proposal process in January and received 10 proposals after giving tours to 12 firms. "We will experience a $152,000 savings on a yearly basis as a result of going through that process," Garment said during his presentation.
The contract approved by the board is a two-year agreement with three separate one-year renewal options. Garment said the draft agreement already incorporated changes the district sought after scoring and interviews with finalists. He also said procurement consultant Nicole Kenny of Indigo reviewed the contract and made suggestions that were incorporated.
Board member Mr. Downer asked whether the district routinely has legal counsel review contracts to guard against risk. Garment said the district has not done that for past custodial or food-service agreements and that legal review would be an expense, but that he and staff had reviewed the draft line by line and felt comfortable with its content. "We could certainly do that," Garment said, adding the district would pause the approval if the board preferred to pursue counsel review.
Board members moved and seconded the motion to approve entering the contract; the board approved the agreement by voice vote.
The board's action authorizes Dr. Hammock to execute the draft agreement and directs staff to advise the board of any subsequent changes, Garment said. He told trustees he did not anticipate further substantive changes.
Beyond the contract vote, Garment told the board the RFP scoring team included principals and athletic directors and that the planned transition includes interview fairs scheduled by the vendor to begin staffing the contract.
