Councilmember Pacheco made a verbal Rule 23 motion on Nov. 5 asking the council to authorize a street closure tonight for a community event organized in partnership with the Home Back Youth Center. He asked the council to direct the Department of Transportation to close First Street between Cummings and Chicago, provide appropriate staffing and bill the sponsoring office for costs.
The council first voted to make the findings required for Rule 23 (that the need to act arose after posting of the agenda and there was an immediate need to act); that vote recorded 13 ayes. The council then voted on Pacheco's motion itself to close the street and provide staffing; that motion also passed on a roll-call vote of 13 ayes.
Councilmembers noted the Department of Transportation had informed the sponsoring office earlier in the day that it would not move on a street closure request unless the council adopted it. No amendments to the street-closure instruction were recorded; the clerk asked Councilmember Pacheco for a written copy of his motion for the file.
The council recorded the motion as approved forthwith and directed the clerk and DOT to proceed with processing the closure and staffing for the event.
