House approves several items: charter amendment for Berry, transgender rights resolution, opioid abatement appropriations concurrence; introductions noted
Summary
On May 1 the Vermont House passed a town charter amendment and a joint resolution supporting transgender and nonbinary Vermonters, concurred in a Senate amendment to opioid abatement appropriations, and recorded introductions and committee referrals for several bills.
The Vermont House of Representatives completed several floor actions during the May 1 session, approving a municipal charter amendment and adopting a joint resolution while concurring with a Senate amendment to an opioid abatement appropriation bill. The House also received first-reading introductions and referred bills to committees.
House Bill H.505, "an act relating to approval of amendments to the charter of the town of Berry," was taken up for third reading. The House passed the bill on a voice vote after the third reading was ordered and the presiding officer said "The ayes do have it. And you have passed the bill."
Joint Resolution JRS 15, "Supporting Vermont's transgender and non binary community and declaring Vermont's commitment to fighting discrimination and treating all citizens with respect and dignity," was treated as a bill, reported favorably out of the House Judiciary Committee (9-2-0), read and ordered for third reading; the House adopted the resolution on a voice vote.
House Bill H.218, "an act relating to fiscal year 2026 appropriations from the opioid abatement special fund," was considered with a Senate proposal of amendment. The House concurred in the Senate's proposed amendment by voice vote; the clerk recorded "The ayes do have it. And you have concurred in the Senate proposal of amendment." A member from Rutland City noted the Senate's amendment rectified a typographical oversight.
House Bill H.514, "an act relating to the procedures governing the change of a minor's legal name," was introduced; the clerk read the bill for the first time and referred it to the Committee on Government Operations and Military Affairs. The House also noted other bills on the notice calendar requiring referral to money committees and committee activity on House Bill H.230 (management of fish and wildlife affecting state revenue), which the Environment Committee voted out with an amendment and referred to Ways and Means pending action on the notice calendar.
House Concurrent Resolution HCR 102, congratulating the 2024 Colchester 8- to 10-year-old All Star Vermont championship Little League team, was read and adopted pursuant to the consent calendar; the resolution directs the secretary of state to send a copy to the team.
Several items were resolved by voice vote or unanimous consent; where the clerk recorded tallies or roll-call votes, those appear in separate entries (for example, the constitutional proposal adopted in concurrence recorded a roll-call 125-15). Other items on today's calendar were passed or adopted by voice vote and did not have roll-call tallies announced on the floor.
