Minn. House Rules Committee adopts May 5 calendar, adds cannabis policy bill

The Minnesota House Rules Committee on May 1 adopted the day’s calendar for Monday, May 5 and, by oral amendment, added Senate File 2370, a cannabis policy bill.
Chair Long said the committee would add “the education policy and education budget bill to the calendar for the day with the opportunity for a continuing conversation between now and Monday,” and that if leaders reach agreement Monday the bills would proceed; if not, the plan is to table the education bills and continue conversations.
The calendar moved by Chair Long lists several budget and policy measures scheduled for May 5, including Senate File 2077 (environment budget bill); House File 2434 (human services budget bill); House File 2115 (human services policy bill); House File 2433 (education budget bill); and Senate File 1740 (education policy bill, substituting the House language). Chair Long said the committee would designate Monday, May 5 for adoption of that calendar pursuant to Rules 1.21 and 3.33 and would establish a pre-filing requirement for amendments offered to those bills.
Representative Steer moved approval of the committee’s minutes from April 30; the chair called for voices and the minutes were adopted. Following the calendar motion, Chair Long made an oral motion to add Senate File 2370, described in the meeting as the cannabis policy bill, to the calendar. Co-chair Nisco and other members urged support for the motion. The committee adopted the oral motion by voice vote and then adopted the calendar as amended.
Representative Roseanne Frederick asked for confirmation that the plan to work over the weekend toward an agreement on the education bills is the understanding of both caucus leadership. A staff member identified in the transcript as a caucus coach responded, “yes,” and said leaders of both caucuses intend to continue discussions this weekend and would table the education bills Monday if no agreement is reached, while proceeding with other budget work.
