At a regular meeting, the Town of Goshen Town Board authorized the supervisor to pay accounts payable totaling $315,009.71, approved year‑to‑date budget transfers dated April 11, and appointed Lisa Casiano as a part‑time clerk at an hourly rate of $23.50.
Accounts payable: The board moved, seconded and approved the supervisor’s request to process accounts payable in the amount of $315,009.71. The motion carried after the board voted “Aye.”
Budget transfers: The board approved the budget officer’s request for year‑to‑date transfers dated April 11, 2025; the board accepted the attached transfer list as information and approved the motion.
Personnel appointment: The board approved hiring Lisa Casiano as a part‑time clerk at $23.50 per hour. Board members said the hourly rate was already included in the previously adopted budget and that the hire replaces a prior clerk who had passed away; attendees described Casiano as the granddaughter of a former town clerk and said she has adapted quickly to the role.
Other routine items approved without substantive debate included scheduling a public scoping session for IWS (see separate article), postponing a chief’s attendance to April 24, and acknowledging a liquor license notice from Social and LLC for Black Dirt (seasonal/limited events). The board also scheduled the consolidated water‑sewer district annual meeting for April 29 at 7 p.m.
Votes: Motions on the accounts payable run, the budget transfers and the personnel appointment were moved, seconded and approved with the board responding “Aye.” Where a roll call was requested for one liquor-license notice, the clerk recorded individual affirmative votes (Councilman Gallo, Council Member Lyons, Council Member Cantabrina and Supervisor Patrick each voted "Aye").
Why it matters: Routine fiscal actions authorize payments and reallocate funds to keep town operations current; the personnel appointment fills a clerical vacancy and was budgeted in the town’s prior appropriation.
Next steps: The treasurer/budget officer will process the approved AP run and post minutes and transfer details with the town records.
