Council approves initiating levy proceedings for 10 landscape and lighting districts; two officials recuse

The Newark City Council on April 24 adopted a resolution to initiate proceedings for the levy and collection of assessments for 10 landscape and lighting districts for fiscal year 2025–26.
Assistant City Manager LaVoca presented the item as the city’s annual process for these districts, noting there were no changes or additions to the list of improvements for the districts. The measure was pulled from the consent calendar to record recusals.
Council member Contanzio announced a recusal because she has a real property interest in landscaping district number 11, stating, “I have a real property interest in landscaping, Number 11, that’s my residence.” The city manager also announced a recusal because he owns real property in the same district and said he “took no part in the preparation of the staff report for this item.”
Councilor Jorgensen moved the resolution and Council member Grindahl seconded. The clerk called the roll and the resolution passed; the motion was recorded as approved with Council member Contanzio recusing herself from the vote.
The resolution initiates proceedings under the Landscaping and Lighting Act of 1972 for district numbers 1, 2, 4, 7, 11, 15, 16, 17, 18 and 19 for fiscal year 2025–26. Staff said this item is typically on the consent calendar as part of the annual assessment process.
