Senators gave advice and consent on a block of governor's nominees listed on the day's consent calendar; the clerk recorded the confirmations as carried by unanimous consent after the chair called for objections. The chamber then considered final adoption of Senate Concurrent Resolution 121, House Draft 1, and other resolutions on the consent calendar.
The most contested item on the floor was Senate Concurrent Resolution 121, SD1, HD1. Senator Rosalyn Moriwaki announced that she would vote no and asked that written remarks be inserted in the journal, saying she would register a no vote. Senator Kurt Fevella also registered a no vote and said, "At this time, I don't think Hawaii is ready. We have other things that we should be taking care of. And right now, we're not taking care of it in the department that this is supposed to be designed to go to, because there's a lot of things that is falling apart, like our movie industry and our tourist industry." Senators Inouye and Ihara likewise recorded no votes, and another senator noted a no vote by Senator DeCorte. With five recorded no votes, the resolution nevertheless carried and was adopted.
Two conference committee reports were taken on final reading and passed on consent. Conference committee report number 1 presented Senate Bill 1296, conference draft 1, "relating to disaster recovery," and the clerk announced "24 ayes"; the chair declared SB 1296 CD1 passed final reading. Conference committee report number 2 presented House Bill 1318, conference draft 1, "relating to water pollution," and the clerk likewise announced "24 ayes," with HB 1318 CD1 passing final reading.
On a separate motion under miscellaneous business, Senator Clarence K. San Buenaventura moved that the Senate reconsider its earlier action disagreeing with House amendments and agree to the House amendments for SB 1448 SD2; Senator Wakai seconded, and the Senate granted one-day notice for final reading of SB 1448 HD2.
Other procedural items included the reading of standing and conference committee reports, a legislative communication dated 04/25/2025 from Senate President Ronald D. Cauci and House Speaker Nadine K. Nakamura extending a conference negotiation deadline for fiscal bills from 6:00 p.m. to 6:30 p.m., and an announced decking deadline of 11:30 p.m. that evening for fiscal bills in conference. The Senate recessed with the journal left open until midnight to receive conference committee reports and reconvened at 9:30 a.m. on Wednesday, April 30 per a motion carried without objection.
