Tans Roem, finance and administration manager for the Department of Neighborhood Services (DNS), and Cassandra Tyler, compliance loan coordinator, briefed the committee on the compliance loan program. Roem said the program is a 0% deferred loan for owner-occupants to address exterior code violations; it began in 2016 and is currently funded at $1 million.
Roem told the committee that DNS completed 56 projects in 2024, expending about $903,000 directly on projects (with remaining budget for administration and staffing). The program typically serves about 60 projects per year at current funding levels. The department said expanding the fund by approximately $200,000 (to $1.2 million) would enable roughly 15 more projects but would also require another inspector and additional administrative capacity.
Committee members praised the program’s operations and asked about demand; DNS staff said projects are limited by budget and staff capacity.
