Commission awards janitorial contract to Made Perfectly Clean after complaints about current vendor

Public works director Terry told the commission the county has received repeated complaints about custodial performance in critical, secure facilities (public safety building, 911, Highway Patrol, driver's license and justice courts). The current contractor has missed shifts and had high turnover, Terry said, and county staff concluded the vendor failed to cure performance issues after meetings in January.
An RFP produced three bids. Terry recounted the bids as roughly $133,000 (low), $156,000 (mid‑range, Made Perfectly Clean) and $178,000 (high). Terry recommended awarding the contract to Made Perfectly Clean (owner listed as Ana Hera), citing positive references from the Council on Aging senior center, a detailed proposed plan of work and the contractor's commitment to provide sufficient staff and reduce turnover. Terry also noted the county supplies some consumables and that the chosen company pledged minimum staffing levels per building.
The county attorney's office and justice‑building liaisons will require background checks for vendor employees who access secure spaces. Commissioners discussed the option of increasing tenant reimbursements for higher service costs and the tradeoffs of contracting out versus in‑house staffing.
A motion to award the janitorial/custodial contract for Iron County facilities in Parowan and Cedar City to Made Perfectly Clean in the amount of $156,000 annually passed on a voice vote.
