Ed Miller, Homes MKE program lead with the Department of City Development, told the Judiciary and Legislation Committee the program began as a $15 million initiative to renovate 150 homes held by the city. Miller said the program currently has 77 homes in process and 37 fully renovated; of the completed homes, 25 are owner-occupied, six are in lease-to-own arrangements and six are on the market.
Miller said the program’s average subsidy per home is about $115,000–$120,000, which means the original $15 million target will not cover 150 homes; staff now expect to complete roughly 110–122 homes by the program’s end. Miller said developers generally complete rehabs in 4–6 months when resourced; slower firms can take a year or more.
Staff set a hard deadline to use rescue-plan funds by June 2026 so developers can finish and submit invoices. Miller and committee members discussed contractor capacity, general-contractor shortages, and challenges in some properties where repair workbooks produce prohibitively high costs that lead to demolition instead of rehabilitation.
No committee action was taken; staff said they will continue to pipeline properties to developers and monitor completion rates.
