An agency representative explained these reimbursements are governed by each project's project area plan, which sets the increment percentage and term (for example, Red Hills Renewable was described as a 15‑year increment at 70% covering 2015–2029 for an 80 MW, 630‑acre facility). Staff verified required conditions: the facilities are operating, ad valorem taxes were paid to the county, and reimbursement applications were filed by the April 1 deadline. David (agency staff) had reviewed the files and confirmed compliance before the item reached the board, the representative said.
Commissioners discussed valuation and auditability of solar personal property, including whether replaced panels should restart depreciation schedules or otherwise be revalued. County staff noted that personal property for these projects is assessed locally and that the county assessor’s office is the appropriate place to examine detailed valuation or to request a tax‑commission audit.
A motion to approve the 2024 tax‑increment reimbursement requests for the listed solar community development project areas carried unanimously.
