The Flower Mound Planning & Zoning Commission opened a public hearing and voted unanimously to recommend that Town Council approve proposed amendments to the town thoroughfare plan that add an urban collector and urban minor arterial in the Monarch development and an urban collector between Dixon and FM 407.
Director Hotelli explained the proposed changes are located in the town’s far northwest (Monarch) and a parcel east near Dixon and FM 407. He said the Monarch plan adds an urban collector to connect internal streets and a minor arterial to support broader connectivity inside the Monarch development; the Dixon amendment would position an urban collector through an open parcel the property owner controls. The town has a letter of support from the property owner for the Dixon alignment.
Hotelli gave basic cross‑section guidance for the classifications: an urban collector is typically a 60‑foot right‑of‑way and resembles the north–south portion of Kirkpatrick north of 1171; an urban minor arterial is typically a 90‑foot right‑of‑way and is similar to Dixon Lane, a four‑lane divided roadway. He said Transportation Commission examined the item on April 8 and unanimously recommended approval; staff intends to forward the amendment to Town Council on May 5.
Commissioners asked about property acquisition and dedication timing; staff said rights‑of‑way would be dedicated as parcels develop and that the town would not be purchasing rights proactively. The commission discussed alignment choices and agreed the proposed locations provide better future driveway and median opportunities than alternative alignments.
Action: the commission voted to recommend approval of MPA25‑00002 (Monarch and Dixon thoroughfare amendment) to Town Council; the Transportation Commission had previously recommended unanimous approval.
