St. Clair Shores — Planning and CDI staff described several Community Development Block Grant (CDBG)‑funded projects and other capital plans at the April 28 budget hearing, including a $150,000 Kite‑Monroe playground allocation and CDBG funding for bocce courts at the senior center.
Denise Pike and planner Liz Cotto said CDBG project accounting appears in the packet as an interfund transfer rather than department‑level revenue for some projects, and they agreed to provide clearer line‑item disclosure so council and departments can see the funding flow. Pike said the Kite‑Monroe playground and senior‑center bocce‑court projects are included in the capital pages as transfers and will be detailed in upcoming capital justification materials.
CDI staff also pointed to a carryover streetscape planning effort for Jefferson Avenue tied to a potential TAP (Transportation Alternatives Program) grant and said engineering would handle multi‑year sidewalk and local‑street projects. Staff reported an active blight program and a rise in blight inspections over the prior year; they said follow‑up enforcement remains part of the code‑enforcement portfolio.
Councilmembers asked for standardized revenue pages within departmental sections so that when departments appear before council, members have department‑level revenue detail in hand. Staff said they would work to provide the department breakout in future hearings and provide the requested capital sheets.
