Saratoga Springs City Council voted 5-0 to approve a resolution requesting that the New York State Legislature pass Senate Bill S6998 and Assembly Bill A7634 to amend Article 29, Part 1, Subpart A, section 1202‑gs of the New York State Tax Law to remove the four‑unit occupancy tax exemption and to establish a 3% cap on local occupancy taxes.
The council also unanimously authorized the mayor to submit a home rule request to the state in support of the same bills. Mayor Stafford introduced the resolution and put it "in the form of a motion." The motion received a second and passed without roll‑call objection.
The change would remove the existing exemption that excludes four‑unit properties from occupancy taxation and would limit the maximum local occupancy tax to 3 percent under the state code language cited by the council. Commissioner Singh Veidt said the council had considered "the pros and cons and the issues," and added, "net net, it's still a good thing for us." The council did not specify projected local revenue impacts in the discussion recorded in the meeting.
Council members did not identify additional conditions or amendments to the resolution during the meeting. The council proceeded to a subsequent agenda item after the votes.
