Staff recommended contracting with Cache County after reviewing options for how to run Nibley—s elections. The city previously ran local elections on its own; state changes and increasing administrative requirements prompted staff to recommend using the county's services to print, mail and tabulate vote-by-mail ballots. City staff and the city attorney reviewed the contract language, staff said, and suggested that the county option was likely less costly than equipping the city to perform all election administration functions.
The council moved and amended the motion to waive the second reading; the amended resolution was approved on a roll-call vote with all members recorded in favor.
Staff told the council that the city will be charged based on confirmed ballots and that the budget includes a contingency amount sufficient to cover a primary and general election if needed; the final cost depends on turnout.
