Council awards notice of award and contract for northwest Base 5 road project after bids come in under grant funding

The Nibley City Council authorized staff to issue a notice of award and proceed toward a construction contract for the fifth and final phase of the northwest roadway project (Base 5) after staff reported bid results and funding.

City Engineer Tom Dickinson told the council the project, extending north from 2500 South to 2200 South and connecting to Logan's Tenth West, was put out to bid and returned with three bids below the grant funding set aside for the work. The low bid, Staker Parson, was $1,300,000. LaGrande Johnson bid approximately $1,439,000 and SunRock bid $1,630,000.

Dickinson said the city has grant awards totaling about $1.88 million from Cache Valley Metropolitan Planning Organization and that the city is responsible for an eight percent match of whatever the contract cost states. The contract timeline discussed included a contractor mobilization in June and substantial completion projected by July; the contract completion date includes liquidated damages if the contractor misses the October 15 completion date.

Council discussed minor design tweaks compared with previous phases (shorter concrete median "islands," taper changes, ADA ramps and bike-path treatments) and parking or bus stop accommodations near the bike path. Staff recommended moving forward and issuing the notice of award pending bonding submittals from the contractor.

A motion to issue the notice of award and subsequent construction contract to Staker Parson carried by voice vote; the minutes reflect a 4-0 vote in favor.
