Council approves measures to advance Project Mega Cable investment

Fairfield County Council approved ordinance readings and resolutions to enable a proposed 22–30 million dollar investment by an anonymous company dubbed “Project Mega Cable,” including fee-in-lieu negotiations and a lease-purchase agreement; votes were unanimous.
Fairfield County Council on April 28 approved a package of ordinances and resolutions to advance incentives for a company identified in meetings as “Project Mega Cable,” including initial legislative steps to allow a lease-purchase agreement and to negotiate a fee-in-lieu of ad valorem taxes (PILOT).
The measures matter because county officials said the company plans a minimum investment of $22 million to $30 million and expects to create about 25 jobs, and the incentives are intended to support that private investment.
At the meeting the council gave first reading, by title only, to Ordinance No. 846, authorizing execution of a lease-purchase agreement between Fairfield County and the company identified as Project Mega Cable; the vote was 6-0. Council also completed second reading of Ordinance No. 843, authorizing a fee-in-lieu and incentive agreement for Project Mega Cable, and approved that ordinance 6-0.
“We’re exceptionally excited over this project as this is the kind of project that we have been working on in some cases for years to get here,” said Mr. Carpenter during discussion, describing the estimated investment and jobs. The council also adopted Resolution No. 2025-05, committing the county to negotiate a fee-in-lieu and incentive agreement with Project Mega Cable, by a 6-0 vote.
Separately, the council unanimously adopted Resolution No. 2025-04, an annual resolution affirming Fairfield County’s commitment to fair housing.
County members did not provide additional financial terms of any incentive package at the meeting. The council voted to enter executive session earlier in the meeting to receive legal advice on matters relating to location and expansion of industry in the county; after executive session the meeting record shows no action was taken there.
Actions taken at the meeting move the project into a negotiation and implementation phase that will require drafting and final approval of detailed agreements before incentives take effect. The council did not disclose the company’s formal name in open session, and the agreements discussed remained at the ordinance/resolution and negotiation stage.
County staff said additional public meetings and required second/third readings or final approvals will follow as the negotiations proceed.
