Tulare County approves 3.94% CPI increase for franchise waste collection rates

TULARE COUNTY, Calif. ' The Tulare County Board of Supervisors on April 30 approved an annual consumer price index adjustment to franchise refuse, recycling and organics collection rates across several service areas, citing state mandates and disposal cost increases.
Solid Waste Director Bryce Howard told the board the overall CPI adjustment is 3.94 percent: 3.5 percent for collection and 0.44 percent tied to a $1-per-gate disposal increase enacted this year. "The proposed CPI rate adjustment this year is 3.94% made up of 2 components, 3.5% for the collection actual rate and 0.44% for disposal component," Howard said.
Key change: The county's most common 90-gallon cart rate will increase from $37.26 to $38.73 beginning July 1, 2025. Howard noted that approximately 85 percent of customers use that rate.
Discussion and context: Supervisors acknowledged resident frustration with rising rates, particularly as green-waste service adjustments have recently been implemented. One supervisor emphasized that the increases reflect state-mandated costs under laws such as Senate Bill 1383 and inflationary pressures, and urged constituents to direct policy concerns to Sacramento.
Howard also reviewed community services the haulers provide, including free seasonal drop-off events, free tire and appliance drop-off and continued free mattress disposal. The proposed maximum collection and ancillary rates were approved by the board on a unanimous 5-0 vote (mover Supervisor McCarty; second Supervisor Townsend). Rates take effect July 1, 2025.
