Procurement officer updates board on YDC change order, metal detectors and construction invoices

Shanda Crystal, Bannock County’s chief procurement officer, updated commissioners on several facilities and procurement items, including a change order request for the YDC event center office and progress on security and construction invoices.
Crystal said the change order with contractor Headwaters covers sound insulation between offices and within eight offices in the YDC event center. She said the work was specified in the architectural drawings but the subcontractor missed that portion, and she will ask the contractor to negotiate the cost. "They just didn't pick up on it ... the subcontractor that did that portion of it, missed it," Crystal said. She told the board she would "take it back to the holders" to negotiate the change order.
Crystal also reported receipt of a final invoice from a firm identified as Centimeters Company for Sixth Street work; the invoice has been approved by facilities and the architect and forwarded to auditing for payment. She said a final invoice from m2 automation for metal detectors had been submitted but that staff would hold payment until functional review is complete.
Regarding a front-door installation, Crystal said interference between a metal detector and the intercom system is delaying completion; staff hope an equipment solution (a metal box shielding the intercom) will arrive soon and allow installation to finish.
Ending: Crystal said several projects are progressing toward closeout — annex improvements are anticipated to be complete in May and a tax return remodel in June — and she will return with negotiated change-order terms and updated timelines as they are resolved.
