Resident asks council to consider lower or half‑year pass pricing for Pilot Knolls Park

During the public-comment period, Jennifer Lane, a Highland Village resident who said she uses Pilot Knolls Park for paddleboarding and volunteer cleanups, asked the council to consider changing the park’s fee structure so nonresidents and seniors could access half‑year passes or reduced pricing.

Lane said she and her husband visit the park regularly and that the current nonresident fee makes occasional visits less affordable. She told council she sometimes organizes cleanups at the park and would like a lower-cost option or a half‑year pass so she can visit more frequently without paying the full nonresident rate.

Councilmembers responded that the request could be handled as a future agenda item and encouraged Lane to follow up by email to provide additional detail. Staff said some forms of free access (walking/trail use) already exist because residents can park near the guard booth and walk in; staff noted, however, that carrying paddleboards from farther parking is impractical for many users and that the fee structure for water‑access users can be revisited.
