Council approves consent items and amends manager and city secretary contracts; votes unanimous
Summary

Highland Village City Council approved consent agenda items and two employment-agreement amendments in a regular meeting following an early work session. All motions passed unanimously, 7-0.
Council approved the consent agenda that included: approval of minutes from the April 8, 2025, regular meeting; Ordinance 2025-1325 (second and final reading) adopting amendments to the fiscal year 2024–25 budget; Resolution 2025-3184 authorizing a contract with 512 Painting and Remodeling LLC for the Lake Vista Ground Storage Tank Repainting Project; and Ordinance 2025-1324 (first of two readings) amending the city code to allow termination of campaign treasurer appointments for inactive candidates or committees.
A motion to approve the items and move items 13 and 14 from the action agenda to the consent agenda carried 7-0. The clerk recorded the vote as unanimous; the official roll call was not read into the minutes beyond “aye” or “no.”
Following closed session, council authorized two actions on employee agreements. First, council moved to authorize the mayor to negotiate and sign an amendment to the city manager’s employment agreement to increase paid personal days to 10 for calendar year 2025, to 12 beginning in calendar year 2026, and to raise the city contribution to the manager’s Section 457 account from 2% to 3% effective Oct. 1, 2025. The motion carried 7-0.
Second, council moved to authorize the mayor to negotiate and sign an amendment to the city secretary’s employment agreement to increase the city’s contribution to the city secretary’s 401(a) account to $14,500 effective Oct. 1, 2025. That motion also carried 7-0.
Ending: Council adjourned after completing the votes; staff indicated follow-up implementation steps (contract amendments and ordinance scheduling) will be handled administratively and returned to council as required by statute and city policy.
