County administrator outlines quarterly dashboard, nurse navigator launch and community corrections reopening

Washington County’s county administrator delivered the quarterly management report on April 22, presenting a newly attached dashboard and updates on key cross-functional initiatives including a nurse navigation program, the restart of Community Corrections programming and multiple transportation projects.
At the Board of County Commissioners work session, the county administrator said the dashboard — added to the meeting packet after an initial clerical omission — will track initiatives and indicate status (on track, off track, discontinued, completed). The administrator said staff will refine reporting to focus on three organizational priorities over a three- to five-year horizon to reduce reporting burden on departments.
Nurse navigation: The administrator said the county is in the first 45 days of operational launch for the nurse navigator program, a collaboration with WACAA and EMS that aims to reduce nonurgent 911 calls, improve continuity of care and divert callers to more cost-effective care pathways. The presentation emphasized the program is expected to “help reduce growth of health care costs” rather than claim absolute reductions and noted staff are iterating operationally as issues arise during early implementation.
Community Corrections: The county reported progress on a capital and operational plan to return the Community Corrections center to full operating capacity for the first time since 2019. Staff said repairs to bathrooms and showers were necessary before expanding occupancy and programming. If staffing and recruitment proceed as planned, staff expect to be “operationally staffed within the next couple months,” enabling expanded programming such as evidence-based anger management groups, job skills and life-skills classes, and access to HIV/STI testing.
Transportation: The report highlighted completion of improvements on Roy Rogers Road and the Highway 99/Roy Rogers/Tualatin Sherwood Road intersection, substantial completion of the Farmington Road–River Road roundabout and ongoing work to widen Tualatin Sherwood Road to five lanes (anticipated to finish later in the year). Staff noted coordinated construction with the Willamette Water Supply Program to integrate pipeline work and reduce disruption.
Budget and priorities: The county administrator reiterated the county is in its fifth consecutive year of general fund reductions and outlined the board’s three proposed cross-functional priorities: stabilizing the county budget and strengthening financial systems; improving public safety and justice services; and recruiting and retaining excellent employees. Staff said they will present a July report aligned to the prior fiscal year and an October report focused on the three priority goals.
Commissioners discussed the workload associated with quarterly reporting and asked staff to return in August for a roundtable to evaluate report cadence; staff agreed to complete the Q4 report in July and bring a recommendation on reporting frequency to the August roundtable.
Outlook: Staff will deliver a July quarterly report that completes the fiscal-year view and return in August for a board discussion about report cadence and the proposed three-to-five-year organizational priorities.
