The Vicksburg Warren School District Board of Trustees voted to adopt a five-year strategic framework after a series of presentations from district staff, students and community members outlining priorities and next steps.
The framework, presented by a coalition convened by the district, emphasizes three priority areas: elevate a shared purpose and vision; develop a culture of collaboration and support; and strengthen community engagement and ownership. Presenters also highlighted a “portrait of a graduate” that lists adaptability, communication, critical thinking and responsibility as competencies the district intends students to develop.
District Superintendent Dr. Tory Holloway introduced coalition members and called the document a framework rather than a rigid plan. Marcus James, the district communications and media specialist, and Jason Bennett, principal at Beaumont Elementary School, described the coalition’s process: inclusive design, empathy interviews with families and staff, and multiple community engagement steps that produced a problem statement and root-cause analysis used to shape priorities.
Students who participated in the coalition told trustees they felt the process was authentic. "One community, one district," said Bryson, an eighth-grade student at the Academy of Innovation, describing the coalition’s shared vision; trustees and coalition members repeated the phrase as an expression of the framework’s goals.
Coalition members and community volunteers described how the group reached agreement through conversation and listening. Presenters said the district will follow the framework with design teams that develop specific implementation tasks and timelines and that central-office staff will support alignment of curriculum, communications and shared district identity.
Board members moved to adopt the framework as presented; a second was made and the motion carried. Trustees did not attach a separate ordinance or budget approval to the framework at the meeting; presenters described further work by district design teams and said many implementation details will return to the board for future actions.
Superintendent Holloway thanked coalition members and said the framework is intended to guide district decisions and stakeholder engagement over the coming years.
