The Heath City Council on April 22 voted to table a proposed change order for $209,601 to a Hill & Wilkinson contract to install new water lines associated with the Well No. 1 project. Staff told the council they identified sequencing and scope issues that need clarification and that some line items may be reduced, so they recommended postponing action until a revised proposal is prepared.
City staff explained the requested change order arose because the well distribution lines must be installed in areas where future park storm and paving work will occur. To avoid digging newly installed lines back up later — a decision staff called poor fiscal stewardship — the change order would get the water lines in place ahead of other work. During the review staff discovered opportunities to shorten some runs and reduce haul‑off costs, and said a modified scope would likely lower the presented price.
After discussion, the council voted to table the change order and asked staff to return with a revised scope and cost estimate at the May 13 meeting. The motion to table passed unanimously.
