Vandalia City Council approves water-main reimbursements, event support, zoning and other measures in 7-0 votes

Vandalia City Council on April 21 approved a series of resolutions and ordinances that city staff said address water-main work, event support for the Dayton Air Show, historic-society funding, personnel additions and several regulatory updates. All formal motions recorded on the agenda passed on unanimous 7-0 roll calls.
Council acted first on a resolution declaring the city’s intent to reimburse its water fund for construction of the Tianda, Ranch View and Moss View Drive water-main replacement project. City staff said the Ohio Public Works Commission awarded $900,000 for the project — $450,000 as a grant and $450,000 as a 0% five-year loan — and the resolution confirms the city’s expectation to place loan disbursements in the correct fund to effect repayment.
Other adopted measures included a letter of understanding authorizing city services in support of the 2025 CenterPoint Energy Dayton Air Show (the city will be reimbursed if expenses exceed $21,900); a $15,000 appropriation from the council budget for the Historical Society of Vandalia-Butler; and an amendment to the 2025 part-time pay plan adding two seasonal positions in Parks and Recreation (a marketing coordinator and an assistant golf professional).
On land-use and regulatory items, council approved, in its first reading, an amendment to the interstate and limited-access highway sign overlay district to permit digital billboards along Airport Access Road. Staff told council the Planning Commission voted 4–0 on March 25 to recommend approval. Council also adopted ordinance changes to the city’s hotel registration code at second reading.
The council adopted two emergency ordinances: one ratifying the Montgomery County Solid Waste Management District’s updated solid-waste plan and declaring the matter an emergency for immediate action; the second directing the finance director to certify individual assessment amounts for delinquent stormwater, trash, sewer, water, weed-cutting and property-maintenance charges to the county auditor for collection. City staff referenced the statutory process used by the solid-waste district, citing the Ohio Revised Code provisions stated during the meeting.
All recorded roll calls on the evening’s agenda were 7–0 in favor. The meeting also included reports of boards and commissions and a March 2025 bill listing for $2,699,639.03 along with monthly expenses over $25,000 and purchase-card details.
