Committee endorses traffic impact study guide, and approves city-hall market permit for another season

The Public Works Committee on April 22 voted unanimously to recommend Resolution 2025-16, a resolution adopting a traffic impact study guide to evaluate transportation impacts associated with new development and land-use changes, for consideration by the Board of Aldermen. Committee members discussed criteria in the draft guide, including when a traffic impact study is required, the role of the city engineer and planning commission, scope definitions, and whether the Board of Mayor and Aldermen (BOMA) should have an avenue for input.
Alderman Roberson asked whether BOMA would have input on whether a traffic impact study is deemed necessary; staff and committee members responded that rezoning cases that go to BOMA would allow that body input, and the guide already provides for planning commission and city engineer determinations for site-plan and routine submissions. Committee members asked for an added column or mechanism to allow BOMA to flag community concerns so staff could consider them in scoping studies.
Committee members also raised questions about who selects the consultant that conducts developer-funded traffic studies and how to avoid perceived conflicts of interest. Staff noted that the guide clarifies scoping and that the city engineer will review submittals; in contentious cases the city can contract an on-call third party for additional review, though that can delay processes.
The committee approved Resolution 2025-16 by voice vote; the resolution passed unanimously and was recommended to the Board of Aldermen for final action.
Shortly thereafter the committee considered Resolution 2025-15, a resolution authorizing the Handmade Market to renew its use of city-hall grounds for market activities. Committee members said the market has run in prior years, that it attracts many local vendors and food trucks, and that the vendor cleans the site after events. Committee members noted the need to move the item to the Board of Aldermen quickly because the market’s advertised dates are early May (advertisement showed a first weekend in May date). The committee voted to recommend approval; the measure passed unanimously.
Ending: Both items were approved by the committee and will be forwarded to the Board of Aldermen for final action; staff will follow up on the requested minor amendment to the Traffic Impact Study Guide to capture BOMA input.
