Assembly approves higher stipend for Service Area 1 chair after amendment requiring SOP before payout

The Kodiak Island Borough Assembly adopted Resolution FY2025‑25 on May 1 to increase the compensation for the Service Area 1 board chair. Early in the discussion the mayor recused himself for a conflict and the deputy presiding officer presided. Assembly members proposed an amendment to require submission of a job description before the stipend would be paid; that amendment was changed on the floor to require a standard operating procedure (SOP) instead of a formal personnel job description. The assembly first approved the amendment that replaced the words “job description” with “standard operating procedure” by a roll call of 6 yes, 1 no. The assembly then approved a second amendment requiring that “the stipend shall be paid on a quarterly basis from the time that the standard operating procedure is submitted to the manager.” That amendment passed 4 yes, 3 no.

After those amendments were adopted, the assembly voted to adopt the resolution as amended. The roll call on the final resolution was unanimous: seven yes, zero no.

Members who supported the resolution cited that the increase was recommended by Service Area 1’s elected board and that the chair performs work above what assembly members said is typical for similar positions. Members who expressed caution urged written accountability measures and recommended that the service area board draft the SOP or that the borough adopt an ordinance requiring a written expectation for any stipend in the future.
