CSLB supervisor Dania Vaquera and a Los Angeles County engineer, identified in the session as Josh Morizako, said only certain CSLB license classifications are authorized to perform debris removal and related reconstruction work: Class A (general engineering), Class B (general building) and the specialty classifications C‑12 and C‑21 when used together. Vaquera said workers handling hazardous materials must complete the 40‑hour HAZWOPER training required for hazardous‑waste operations.
