The Churchill County Board of Commissioners approved a negotiated collective bargaining agreement (CBA) with the Churchill County Sheriff's Deputies Association covering deputies and sergeant units for fiscal years 2026 through 2028.
Chris Ross, staff negotiator, summarized key terms of the three-year agreement: a 5% general increase in year one (partially offset by a 4.375% PERS increase, producing a net general adjustment of roughly 0.6% after pension effects), a 2% general adjustment in year two, and 0% general adjustment in year three with a contingency that the county would absorb any PERS increase during year three. The agreement also reduces the number of step increases from 13 to 10 over three years by incrementally removing the lowest step each year; Ross said the phased step reduction produces an effective automatic step advance for many employees as steps are removed.
Ross provided county cost estimates for the agreement, including salary and benefits impacts: about $322,000 for year one (FY 2025–26), $313,000 for year two, and $244,000 for year three, with the caveat that PERS changes could alter those amounts. The agreement also clarified daily overtime, shift start and end times, increased some training and instructor incentives, added a one-time $500 uniform/equipment allowance for employees attending POST, allowed carryover of 24 hours of comp time, and provided a floating holiday previously unavailable to deputies and sergeants.
After presentation and no public comment, a motion to approve the CBA was moved, seconded and approved by voice vote.
Ending: The county will implement the agreement for FY2026–28; payroll and HR will adjust pay and benefits per the negotiated terms and monitor PERS developments that could affect future costs.
