County approves employee health renewal with 6.8% medical premium increase, adds voluntary MASA benefit

The Churchill County Board of Commissioners approved recommendations from the Insurance Advisory Committee to renew employee and retiree medical coverage for fiscal year 2025–26 with Cigna at a 6.8% medical premium increase, while dental and vision coverage remain unchanged.
Shannon Perez, chair of the Insurance Advisory Committee, told the board the committee worked with LP Insurance and Cigna to negotiate the renewal after an initial Cigna proposal of about 20%. "With the loss ratio of claims at 97%, the committee decided it was not in our best interest to request looking at market proposals," Perez said, and the committee voted unanimously to recommend the 6.8% option. The committee also recommended increasing the county contribution to employees’ health savings accounts (for those in the high-deductible plan) to $177 per month.
Additionally, the committee recommended adding MASA Insurance Access as an employee-funded payroll-deduction benefit to cover medical transport (ground and air) and some travel-repatriation benefits; the board approved that option as an optional, employee-paid benefit.
Ending: The board approved the renewal and changes by unanimous voice vote; HR and payroll staff will implement the new premiums, HSA contribution schedule and optional MASA payroll deductions for eligible employees.
