Germantown aldermen approve festival beer permit, retail certificate and ordinance repeal; beer board fines retailer $2,500

The Germantown Board of Mayor and Aldermen on Monday approved a set of routine items and one enforcement penalty.

Temporary beer permit for Germantown Festival The board granted Germantown Festival Inc. a temporary on‑premise beer permit for the Germantown Festival at the Germantown Civic Center Complex on Saturday and Sunday, September 6–7, 2025. The permit, which was presented with no public opposition at the hearing, was moved by Alderman Sanders, seconded by Alderman Hicks and approved unanimously by roll call. Planning and police checks were noted; city staff said temporary‑permit background checks are not required for bona fide nonprofit organizations under the city ordinance.

Certificate of compliance: Poplar Pike Wine & Liquors The board approved a certificate of compliance for Don Lobb Incorporated doing business as Poplar Pike Wine and Liquors at 9330 Poplar Pike. Clerk Betty said criminal background checks were completed for ownership. Alderman Sanders moved the approval, Alderman Yulicki seconded, and the measure passed unanimously.

Consent agenda, donations and purchases The board approved the consent agenda, which included a fleet software upgrade agreement, a change order and supplemental PSA related to Wolf River Boulevard / Germantown Road intersection improvements, donations to the Germantown Education Foundation and Parks & Recreation (including a $3,000 gift from the Leadership Germantown class of 2016 to refurbish a fountain at the Pickering Center), network maintenance purchases, and a sports provider contract with the Germantown Football League. The consent agenda was moved by the vice mayor, seconded by Alderman Hicks, and approved unanimously.

Ordinance 2025-5 repealing holiday seasonal decorations provision On third and final reading the board approved Ordinance 2025‑5, which repealed Chapter 11, Article 2, Division 2, Section 11‑33 (holiday seasonal special event decorations) and reserved that code section for future use. The measure was moved by Alderman Hicks, seconded by Vice Mayor Gibson, and passed by roll call.

Beer Board: Poplar Food Mart No. 1 fined $2,500 for sale to minor The Germantown Beer Board found Poplar Food Mart No. 1, 7616 Poplar Avenue, guilty of selling beer to a minor after the store admitted the sale. City Prosecutor Chris Nurn summarized an undercover purchase on Feb. 26, 2025, by a cooperating individual who presented an under‑21 ID; the clerk took the ID but completed the sale. The board entered a finding of guilt on a motion by Alderman Sanders, second by Alderman Yulicki. On a subsequent motion to impose penalty, the board assessed a civil fine of $2,500 — the maximum allowed — citing an earlier, unrelated beer‑board violation about six years prior. The motions carried on roll calls.

No additional hearings or emergency items were added to the meeting agenda. The board adjourned after the beer board actions and a brief community announcement about a city lemonade‑stand event at City Hall.
