Staff said the installation of the moisture barrier and subsequent work would carry a one-year warranty on the installation; there is no warranty on the paint. Council members expressed concern about recurring change orders and about whether the project had been bid with the correct scope initially. One council member noted that change orders are the mechanism contractors use when a site condition requires additional work beyond the original bid; another said the barrier could substantially lengthen the time before resurfacing would need repair.
