President Enriquez told the Board of Regents on April 24 that the University of Guam has been recognized by the Carnegie Classification of Institutions of Higher Learning as a research college or university and listed several campus achievements and program milestones.
Enriquez also reported the university is closely monitoring changes in federal grant funding following recent executive actions at the federal level. She gave a numerical summary: of 136 federal grant awards tracked by the Research Corporation, four grants have been identified as affected, 17 are being closely monitored and 15 show no changes or updates. She said the affected grants are worth about $5.7 million, grants being closely monitored total roughly $42.8 million, and grants with no changes are about $49.7 million; she reported a cumulative total of grant awards tracked as approximately $9,898,245,753 as of April 24.
The president said there are no employee furloughs. She reported nine employees have been reassigned to other funding sources and that 27 full-time equivalents (FTEs) are being closely monitored; she also provided counts of part-time positions being tracked. The university has met with U.S. Rep. James Moylan and his staff to discuss grant impacts and noted that the NSF EPSCoR-related funding and a Center of Excellence for Developmental Disabilities Education, Research, and Service (CDARS) have received notifications of cuts.
Enriquez highlighted campus achievements alongside the grants update: the Carnegie designation, the 16th Conference on Island Sustainability (ISSA) earlier in April, a new interactive student STEM learning center (Chelan de Scobri Hub), the re-launched Triton Privileges vendor program and student honors including a Truman Scholar.
She said Research Corporation staff and the Office of Research and Sponsored Programs are maintaining a color-coded handout that tracks each federal grant award and their status, and that the administration will continue to provide updates to the board as the situation evolves.
Direct quote
"No employees furloughed. Number of employees currently reassigned to other funding: 9," President Enriquez reported, summarizing the administration's current contingency actions.
Context and next steps
The administration asked the board to remain informed while university leaders continue to track the status of federal grants, RAF (Research and Academic Funding) related awards and to coordinate with congressionally-elected officials where appropriate. The president requested the board's attention to the color-coded grant-status handout provided to regents during the meeting.
