Fox Canyon GMA presents John Flynn Groundwater Stewardship Award to David Borchard

At the April 23 meeting the Fox Canyon Groundwater Management Agency presented the 2025 John Flynn Groundwater Stewardship Award to David Borchard, recognizing his decades of service to Ventura County agriculture and his long tenure representing agricultural interests on the board.
Chair West noted that Borchard’s family produced the county’s first commercial crop in 1867 and praised Borchard’s steady, calm counsel over decades of service. The chair announced, "the honoree of the 2025 John Flynn Groundwater Stewardship Award is David Borchard." Borchard briefly accepted the recognition and thanked the board.
United staff and several board members offered remarks praising Borchard’s community engagement and problem-solving approach. One United staff speaker said the agency staff "really appreciated his out-of-the-box thinking, his great ideas, and he gets out in the community."
The award was presented as part of item 18 on the agenda; no formal board action was required.
