Commission rejects sole bid for 2025 mill-and-overlay to rebid after supplier-access clarification

The West Fargo City Commission voted April 21 to reject all bids for the 2025 Public Works Mill and Overlay project and authorize re-advertisement after staff learned an asphalt-supply restriction that limited bidder participation had been clarified.
City Engineer Dan Hansen said the bid opening produced a single bid from Border States Paving in the amount of $800,898.55, which was below the engineer’s estimate of $822,924.25. At the time of bidding, staff had been told the city’s trucks could not travel into Minnesota to pick up asphalt, which limited suppliers able to meet specifications. Hansen said subsequent confirmation from a higher-level DOT official indicated the city can pick up asphalt produced within about 20 miles across the state line, which would expand supplier options.
Hansen recommended rejecting the sole bid and rebidding the project with the clarified supplier access, which commissioners approved by voice vote. Staff said the re-advertisement would proceed immediately, the bid ad would run for two weeks and the commission would consider award on a future agenda after bids are opened.
