Council approves new on-call engineering roster, selecting firms for water, wastewater, stormwater and transportation work

The Goldsboro City Council approved April 21 a resolution authorizing a new set of on-call engineering services agreements divided by technical category.
Engineering staff said they ran an RFQ covering seven categories — water supply, water treatment, wastewater collection, wastewater treatment, trenchless rehabilitation, stormwater and transportation — and received 13 responses. Instead of a single blanket on-call list, staff recommended selecting three firms per category and presented the council with their recommended roster.
Staff named several firms recommended for the roster, including Kimley-Horn, Withers & Ravenel, CDM Smith, Weatherall Engineering and others, with some smaller firms recommended in specific technical areas such as wastewater collection. Council members had no questions and approved the resolution to implement the new on-call roster.
Public works staff said the new structure is intended to give the city technical depth in specific engineering disciplines and to streamline procurement for capital and maintenance projects.
