The Public Defender Service Corporation Board of Trustees voted to recess its regular April 21 meeting and continue budget deliberations on April 29 at 11:30 a.m., citing changes recommended following meetings with the speaker of the legislature.
Board Chairman Chief Justice Robert Torres called the meeting to order at 12:30 p.m. and the trustees approved minutes from the March 25 regular meeting by voice vote. The board then recessed the meeting to allow staff time to incorporate recommended adjustments to both the PDSC and PAP budgets and to accommodate additional members’ availability. The board noted the FY2026 budget must be submitted by May 1.
The board discussed holding a continued (recessed) meeting rather than adjourning, to comply with open-government posting requirements and avoid reposting notices. Trustee Dr. Christiana Whitman seconded approval to continue the meeting. With three of five trustees present — Chief Justice Robert Torres, Trustee Donna Munia Kanata and Trustee Dr. Christiana Whitman — the board called the question and recessed the meeting until April 29 at 11:30 a.m. to consider the resolution relative to approval of the fiscal year 2026 budget request.
The trustees said the changes stem in part from recommendations received after staff met last week with the speaker and judiciary leadership about a pending bill concerning an independent indigent defense board. The presiding judge, LaMoreno, was listed as excused because he was in transit. The board directed staff to incorporate the adjustments discussed and return with an updated budget at the continued meeting.
