Kershaw County Council on April 22 approved, by unanimous voice, the first reading in title only of the FY2025–26 budget ordinance, which sets county appropriations and the millage rate for the fiscal year beginning July 1, 2025.
County Administrator Mr. Templer and members of the finance committee said staff are still finalizing detailed line-item figures as they await state and federal information. “We're still just working on details and trying to figure out what state's doing, what federal's doing,” the administrator said, adding this year’s process is “very challenging.” Council members asked staff to present a year-over-year cost analysis, natural growth assumptions, and a full breakout “down to the last penny” at second reading.
Councilman Shumate and others expressed support for moving the ordinance in title only so staff can continue work over the next weeks. Council members emphasized they will examine specifics at the scheduled finance committee meeting and the subsequent reading in May. The first-reading approval does not finalize tax rates or spending; those items will be decided in later readings once staff provides the detailed analyses requested by council.
