Parade of Homes logistics, sidewalks and pickleball courts discussed for Rosebrook developments

The Brentwood Planning Commission reviewed multiple Rosebrook-area items: an Ada Homes request for a Parade of Homes, a minor sidewalk addition in the Rosebrook subdivision, and a preliminary plan for Rosebrook South that would place courts and parking in a dedicated open-space tract.

Ada Homes (CPS Land listed on application materials) asked to hold a Parade of Homes Oct. 4–19, using an existing construction road for parking. Staff recommended approval subject to seven standard requirements, including traffic coordination with Brentwood police. The applicant initially presented an overall attendance projection of roughly 20,000 over two weeks; a commissioner later corrected the math and cited an estimate of about 1,400 visitors per day (the applicant acknowledged estimates are based on prior events). Commissioners emphasized the need for a traffic-control plan for preview events and high-attendance nights and asked that police coordination and clear communications be included in final conditions.

On an unrelated Rosebrook consent item, the commission reviewed a proposal to add a 4-foot concrete sidewalk connecting to an existing 8-foot asphalt trail in an amenity area; staff described the change as minor and recommended approval subject to the staff notes to provide ADA-compliant access.

The largest Rosebrook discussion concerned Rosebrook South. Under a recently revised open-space-residential (OSRD) plan, developers proposed to make the subdivision’s first recorded section a single open-space tract containing two pickleball courts, one tennis court convertible to two more pickleball courts, and associated parking. Because final plats normally require 10 or more lots per section, the applicant requested a variance to record section one as a single open-space tract. Staff supported the variance so the recreational improvements could be built before remaining phases are recorded and sold. Commissioners asked about potential noise and neighborhood impacts, whether nearby lots had been sold (staff said they had not), stormwater and the construction timeline. Staff said engineering review will address impervious-surface and stormwater impacts and that detailed plans will return to the commission for site-plan approval; construction could start after an engineering approval cycle and potentially be completed in a few months following a July start.
