Board forms Community Facilities District for Commerce Center; landowner election unanimous

San Bernardino County supervisors voted April 29 to form Community Facilities District (CFD) No. 2025‑1 for the Commerce Center development and to proceed with a special-tax levy to fund ongoing maintenance and operations for the project, following a unanimous landowner election held at the hearing.

The board adopted a resolution declaring its intent to form CFD 2025‑1 and received a CFD report prepared by Webb Municipal Finance, which staff entered into the public record. Noel Castillo, director of Public Works, told the board the CFD would fund maintenance of public infrastructure for the Commerce Center — including roads, curbs, gutters, sidewalks, landscaping, drainage and flood protection, sewer systems, graffiti and debris removal, and other operational needs — and that the district intends to use in‑house staff and outside vendors to deliver services.

Key financial details: Staff presented proposed annual service rates for the CFD zones. Per the report, the estimated cost per acre is $9,299.85 for Zone 1 (SBC Speedway development) and $4,649.93 for Zone 2 (NASCAR development), producing an estimated annual levy of just over $3,000,000.
