Finance staff reported at the April 29 meeting that the city carried over $19.7 million in capital projects from 2024 into 2025.
Joe Shero (Mr. Shero) said the largest portion of the carryover is on the public works infrastructure side, driven principally by road resurfacing and a major Area 7 stormwater flood mitigation project that began later than planned. Refuse and recycling costs were carried over related to the council-approved purchase of city recycling and refuse bins. Shero also noted a large IT project (CAD/RMS) for dispatch is in design and RFQ stages and will be brought forward in the coming months.
Shero said roughly $1.8 million of the carryover relates to projects already in progress and that many fleet purchases were ordered before the end of 2024 and are expected to be received and paid in 2025. He described the carryover trend since 2018 and said staff aim to reduce carryovers toward 2018 levels by reprioritizing and coordinating with department directors.
Committee members asked whether supply-chain lead times and contractor availability contributed to the increased carryovers; Shero and other staff agreed those factors played a role, especially for fleet and infrastructure, and added that bid results early in 2025 have been more favorable than recent years.
