The Collierville Board of Mayor and Aldermen on April 28 approved a residential development agreement for McCandless Subdivision, a proposed three-lot, single-family residential subdivision on 9.57 acres at the northeast corner of East Holmes Road and Fleming Road.
Staff presentation: Steven Russell, senior civil engineer, told the board the property was rezoned in January 2025 from FAR (Forest Agricultural Residential) to RL (Large Lot Estate). All three lots will be two acres or larger; no grading is currently proposed for Lot 1, which contains an existing house and structures. The site lacks public sewer; each lot will use private septic systems approved by the Shelby County Health Department. Water service exists for Lots 1 and 2; a new 3/4-inch service will be provided to Lot 3.
Waivers and rationale: The developer will dedicate 36 feet of right-of-way along both frontage roads but requested waivers from the town’s street improvement and sidewalk requirements because the project creates only two new buildable lots and because adjacent frontage lacks sidewalks. Staff recommended granting both waivers, noting the roads are eligible for MPO funding and the planning commission had recommended the same waivers.
Vote and conditions: Alderman Stamps moved to approve the development agreement with the two waivers; the motion passed unanimously in roll call (Aldermen Stamps, Robbins, Hall, Jordan, Marshall and Mayor Frasier voted yes). Development fees of $12,250 will be paid before construction begins.
Implications: The waivers mean the developer will not be required to build full street improvements or sidewalks along East Holmes and Fleming Roads as part of this approval; future developers or MPO-funded projects could add improvements later. Staff said detention is not required due to large lot sizes.
